  1. Bob, would you believe The Great Emancipator?  When A. Lincoln was in office, there was no Secret Service, or any other federal police or security agency.  Lincoln hired Alan Pinkerton, a the founder of the Pinkerton detective agency, to provide both security and military intelligence, and to report to him directly, in effect, being the president's private police and spies.  Pinkerton's military intelligence was not too effective; he grossly overestimated the size of the Confederate army.

  5. Legally the American president doesn't have his own police force. There is the Secret Service that started in 1865 under Andrew Johnson, but until 1901 they didn't have the responsibility for guarding the president. The first president they guarded was Teddy Roosevelt (who became president after his predecessor, McKinley, was shot by an anarchist.

    Of course most presidents have employed the occasional spy, so if you count that, the answer to your question is George Washington. If you mean when did an armed, uniformed force first come to be used to deal with domestic lawbreaking, the answer is also George Washington, who invoked martial law and led an army in putting down the Whisky Rebellion in 1794.
