Queen Elizabeth the 1st. She actually got to rule unlike todays monarch which is just representing the country.

The Queen Mother, Elizabeth I, was known as the gentlest of the royals. She was also the strongest - both fine qualities of any gracious lady. Her Majesty Queen Elizabeth II earned a great deal of respect from the greatest generation of Americans during the second World War. She saw her homeland burned and remained strong. I suspect that is what gave her the inner strength she has used throughout her reign. Both fine examples of women!

It is difficult to compare. They represented to different eras.

Both showed their queenly and feminine qualities. Both proved with ample grace that unlike men, women will not misuse power.

I think Queen Elizabeth I was "best". She had real power on her throne, the current one doesn't, she's pretty much just a figurehead.
