I would have to agree that Libra and also Sagittarius rising give tall elegant figures, good looks.

Venus rising, whatever sign it is, gives charm and grace especially with Virgo rising.

In reality, I find all signs beautiful inside once you peel the skin away.

Well, since rising is how we tend to sense how s someone is inside, it's NOT going to reflect the person physically in most cases. However, add venus to any sign, and add charm, and you will have someone who is probably consious of their looks.  I would say that in this case, you can choose any sign ruled by Venus. So, probably Taurus and Libra... These signs will give 'elements' of themselves to an individual, but they are NOT the physical of a person.
