Some Ebay buyer won the item Wich is Iphone for 877 dollars bid and he already paid me by paypal and told me to ship to Philippines on USPS with 10 dollars insurance and wondering is it safe to ship or will lose money if it happen.....he has 0 feedback his adress is in AZ but he gave me that adress to send Philippines

If you ship something to an address other than the registered address Paypal has for the payer's account, you won't be protected if the item is lost.  If the buyer's registered address is in Arizona, then that's where you ship the item.  If he refuses, go through the eBay process for terminating a transaction so you can get your final value fees returned. DO NOT issue a Paypal refund before the termination is finalized.  I smell a scam here, and  I wouldn't be surprised if Paypal reverses the payment when they find out the payment method is no good.
