Ecuadorians speak with a more clear and understandable accent.  I have heard that Chileans speak faster (making it easier to go to other Spanish-speaking countries after learning spanish in Chile).  Argentinians have the most easily identifiable accent (atleast to Americans)-- it is  more similar to Spain's spanish -- but it is somewhat difficult to understand.  

I guess if you ask which country has the best accent it depends on if you are asking about clarity and ease in understanding, or exactly what you are looking for.

I find the Colombian accent is the hottest and it's also very easy to understand and sounds pretty.

Depends on what you mean by accent. There are lots of different languages spoken down here. Different as in Spanish, Portugese, indigenous tribes or other non-spanish speakers.

I can speak the with the most southern accent you've ever heard if you give me a beer or two. Does that count? (kinda lost it over the years living in different countries)

If you are asking who speaks the best spanish-you may find that the Colombians say they do.

Each country has different dialects just like the US. You can pick out someone from Maine, NJ, Louisiana, etc.

My wife is from the amazon jungle and she heard someone else talking in another country far away. She walked over to the woman and asked her if she was from Iquitos Peru....they were.  So maybe that is the best answer. Anywhere in the world and you know the accent. Even people in her country know when they hear people from there that they are Iquitanos.

I speak spanish and I can tell you. PERU, ECUADOR AND COLOMBIA. As other people mentioned in these 3 countries it where Spanish is spoken more clearly. I personally like the argentinian accent I think is sexier, but for a foreigner it may be difficult to underestand.

I bet when you speak to them, they think you are the one with the accent.  The truest spanish will be spoken where the spaniards settled, such as Bogota, Lima, Mexico City.  The Colombianos I know think that people from Mexico speak with a terrible accent.

If you want to learn good spanisch, you muss go to Ecuador, Quito. Because the people from this city speak really clear and they use words every spanish country can understand. Also this city is very beautiful and has very historical buildings.

If you're asking in what country they speak more clearly, that's a different matter.

As for accents, they are all nice and some of them quite musical.

Argentinean speech pattern is quite interesting.

But so is Peruvian, Venezuelan, Colombian, etc.

In my opinion, there is no "best" accent.

Besides, within the different South American countries, there are regional accents.

And for the people who answered Mexico, fyi Mexico is north of Central America so there's no way it can be in SA!

In South America the countries at  the north that lie with the pacific usually have the best accent, i have been in many south American countries and i think the best ones are Ecuador and Colombia
