By foreigners I mean foreigners, not limited to any nationality.

  1. By "foreigners" I assume you mean Americans.

    Friendliest canton: Ticino (Only Italian-speaking canton).  Cities to visit: Lugano, Locarno, Bellinzona.

    German-speaking cantons: Go for Bern or Lucerne or Basel or Interlaken.

    French-speaking cantons: Tourist areas (ski resorts), particulary in the Valais canton would probably be your best bet, as they are geared up for tourists.
