My favourites are The Rocks side of Circular Quay because you can see both the Bridge and and Opera House.

There are lots of them:

1) Aria (Opera House)

2) Quay (second level of Overseas Passenger Terminal - voted Sydney restaurant of the year for 2004)

3) Forty One (bird's eye view of the harbour AND then some, from Level 41 of Chifley Tower, you can see pretty much all of Sydney)

4) Summit (on top of Australia Sq, revolving restaurant.  Again, bird's eye view of Sydney, including the harbour)
