Nice question. I myself was wondering the same thing since I want to study abroad.

I would have to say that there isn't a exact location full of friendly individuals

people have different mind sets and opinions

Well certainly not York.

I live next door to it. Possibly some of the most miserable shop assisstants in the whole entire world EVER working there. They seem to be stuck up too.

Well Liverpool is famous for it's friendly people...but also for it's poverty and high crime rates....I think smaller cities would be better....like York or Chester.

I don't know about city but according to a recent survey I heard about Hay 0n Wye in Powys have the happiest people of any town in Britain so I guess it could be them

Cumbria people are very nice and friendly, a very relaxed country place. Even with Sellafield next door.

The West Midlands contains some very friendly and helpful folks. But here in Powys has just been voted as the friendliest place to live :)
