Generally, public land-grant universities are the cheapest. Some online universities might be cheaper, but they're not really prestigious. I can't think of any schools for your particular specialization, but if they don't have a comparitive translation program you should look into their linguistics programs for various foreign languages. With a PhD program you are usually calling the shots for your own education, so as long as you find a good advisor the name of the program or department doesn't matter.
