Well, it's really up to you which deck you want to make. Your deck should reflect your personality and what theme you find enjoyable to play. Skill-wise, however, if made correctly, here's the order from best to worst:

Evil Hero

Volcanic

Elemental Hero

Crystal Beast

Cyber Dragon (not so good since CD became semi)

Destiny Hero
