Which administration was most corrupt?

As far as the sheer number of scandals probably Wild Bill Clinton. BJ in the oval office, whitewater, numerous sexual harassment claims and suits, pardoning criminals, missing legal records, lying under oath, I cant remember everything.

Lyndon Johnson.  He started out a poor man and worked on the government payroll all of his life and died with a fortune of 6.9 millions, an impossible feat at his income levels.  Wonder where he got all the money?

Most respondents to this question are only going to know about the Clinton administration as that's going to be the only one one on the list that they had any first hand experience with, slightly older baby-boomers will remember the Carter administration.  I was born in 63 and these are the only two only your list that I knew in my life.  I would say that the Carter administration was ineffectual and from the Clinton admin we got our money updated with new images and colors.
