  1. That should be the F-22 Raptor program. With an estimated 62 billion US$ going into its development (more than twice that of the B-2 Spirit) it stands alone. No commercial project has ever come anywhere close.

The B-2 Spirit.  At two billion dollars per aircraft the high cost of the research and development is totally reflected in the price of the bomber.  Military contracts for super secret cutting edge aircraft are on a cost plus basis.  In the case of the B-2 if when the contracts were negotiated the price quoted was one billion dollar a copy and it ended up costing two, had the government held them to the quoted price,before long there wouldn't be any aerospace companies left in business.
