Which airlines are the ones imposing high baggage fees?

Is it all of them? also what were the previous charges most airlines charged for a single person traveling with 4 full sized cases? I'm sure there's a charge for that amount but who has the lowest fees?

Philippine Airlines.....my dad said they charge per bag/ box....not by kilo.
