Which are the best institutions to study nuclear physics?

I am afirst year engg student. My branch is ELECTRONICS & COMMUNICATIONS. I am interested in nuclear physics. Can an engg student apply for it? How?Where? How to get into BARC for study?

UC Berkeley, go through the app process, if they want you, you'll get accepted.  Knowing somebody helps, so does being a minority.  Or, join the air force.
