Which are the most valuable modern star wars figures?

Would a "Watto" figure from Episode one in its original packaging be more collectable than some of the other episode 1 figures? How collectable?

The values are all over the place.  A Cantina musician that I recently paid $10 for is still on sale at my favorite comic store for $40.  The Watto has been heavily discounted for the last 10 years.
