Canada has two official languages English and French.  This means that all 10 provinces and the territories are under the same law.  So that means the Manitoba being one of the ten provinces has two official languages, the very same as Canada.  English and French.  There may not be one single French speaking person living in Manitoba, but that does not change the fact that there are still the same two Official languages for that province.
