Which are the parameters used to guide the permitted level of pollution allowed to industries?

Regulations are usually industry specific.  They are developed by differing interest groups proposing limits and then the government putting regulations into effect.  Both sides use science to try and justify the levels they propose but the selection itself, is usually based on political factors rather than science.
