  1. Well Flourine attracts more electrons becoz it has more electronegativity than Chlorine. i.e Fluorine's electronegativity is 4.0 and Chlorine is 3.0. So, Fluorine attracts more electrons than Chlorine..........

    The electronegativity increases as we go from left hand side of the period across to right hand side. However, as we go down any group the electronegativity decreases.

  3. I give u a simple clue to remember always.It will help u alot

    "Only the ionic size or u can say atomic size increases down the group and decreases along periods and all other properties in periodic table decrease down the group and increase along period"

    So keeping this in mind and keeping the definition of elegtronegativity in mind which is"ability to attract lone pair of electrons" we will say that

    "as electronegativity decreases down the group and as flourine comes befor chlorine going down the group so flourine is more electronegative than chlorin or in other word flourine has more power to attract electrons than chlorine"
