Lets say 2 bowlers are both bowling consistently and are averaging 22 for the season.

1 bowler gives it his all in every match

1 bowler lacks effort and puts down team morale

which bowler would you choose?

If you look at it as if it was a series, you would give the award for best effort every game, but then at the end i think you would reward the most consistent contributor over all.

So i think most consistent would be better than best effort.
