  2. Either the House or the Senate can pass resolutions, which have no force of law, individually.

    Any measure which will result in the expenditure of the taxpayers' money must begin in the House of Representatives, according to the Constitution.

    If the President should appoint a person to a post, such as the appointment of General Petreus to the command of Central Command, the appointment must be approved by the Senate.

    Any measure which will become the law of the land, whether it starts in the House or the Senate, must also be approved by the other body, in a form which is agreeable to both Houses of Congress, before it is sent to the President for signature.  The reason they have to agree about it is because a bill coming from the House, could be changed by the Senate, or vice versa, and the changes have to be approved by both houses before it can move on to the President.
