  1. They're roughly the same size, but Cockatiels are generally easier to deal with.  Quakers are usually louder, pushier, and talk better - in short, more parrotlike.  Quakers may live a bit longer.  They both make good pets.  I couldn't guess which you would prefer.  Would you think cockatiels are boring, or think Quakers are obnoxious?  Both? Neither?

These are only  generalizations and individual birds will vary - there are loud aggressive cockatiels and quiet passive quakers.  Either should be able to deal with you being in school as long as they get attention when you're home.

Oak is bad.  Mature leaves and acorns are often OK but young leaves, buds, stems, and young acorns contain toxic tannins.  All oak is potentially toxic.  White oak and live oak are less likely to cause problems but it's still not worth the risk.

Waffles are not toxic but neither are they very healthy (lots of sugar and carbs, little else). Small amounts are OK as an occasional treat.

Your sister could easily scare the birds, or even accidentally kill them and/or get bitten.  She should not be left alone with either type.  She might be OK with them while supervised, if she's calm and not grabby or aggessive.

  2. You going to school that long will be fine.  Birds are very independent.  The pros to have a cockatiel are that they are independent, they are not noisy, and they are interesting.  There aren't really any cons for cockatiels.  I don't know anything about Quakers.  Sorry.  No they can not eat Waffles.  They can't have any sugar or salt.  Just as long as your sister doesn't go near the bird or torture the bird then the bird won't be scared.

    I hope I helped!
