Both sound incomplete. Koda reminds me of Dakota, sheet music, soda, and koala bears.

If you must, use it as a middle name. Leo Koda sounds much more polished than Koda Leo does. Plus, Leo is more established, yet still just as uncommon, as Koda. If you want him to go by Koda, you can. But, this way he'll have a more professional name to put on resumes.
