Charmin is softest (soft and durable) and uses special technology to create it and make it fluffy. Hot air is blown through a stream of pulp as it dries to fluff it up, versus conventional toilet paper (most if not all other brands) which is dried flat on metal cylinders which certainly makes the toilet paper useable, but which lacks the fluffy quality that Charmin has.
