Which camera is the best for capturing city scenes, buildings, nature and skies ?

Want to achieve a crisp, clean and dramatic effect ? (Am going to Los Angeles this year)

It is the lens that captures wide views of the city, land, sea and sky's ... something like a 20 mm on a 35 mm camera.  

The wider the lens, the more dramatic.  There is NO P&S camera with a lens shorter that the equivalent of a 28 mm, not very wide and not at all dramatic.

If you have a Nikon DSLR then the 12-24 mm is the lens to use, if a Canon then the 10-22 mm lens.
