Do you mean the best gas mileage in the world?  The 2008 Smart Fortwo get very good gas mileage and it's got a 1000cc motor.

2007 Ford F-350 Superduty Cummins Deisl, Allison Transmission, DUally, Smoke staks, 2 miles to the gallon.

Try a Rolls or Bentley. They both get low mileage. About 10-11 mpg in the city.
