Tokyo, perhaps.  They have what is considered the best subway system in the world, as people travel primarily by rail, not car,  and they have a very high standard of living.  In fact, they have the largest economy for a city in the world.

Brasilia probably has the most modern infrastructure because it is a planned city and everything was built  in the last half century. It also ranks high on  the human development index.
