Best for what ? The two cities are both interesting and have lots to do if you are a tourist. The food is good, there are manyof great shops and restaurants, and both cities have world class museums. If you are going to Spain as a tourist, try to spend time in both.

If I had to choose one to live in, Barcelona has beaches and somewhat better weather (cooler in summer and warmer in winter), but it mostly uses Catalan rather than Castellano (Spanish), and as I am reasonably fluent in the latter language, I would opt to live in Madrid.
