Antarctica has the lowest by  far, as it has no urban areas. Africa, contrary to common belief, has many large metro areas such as Nairobi, Johannesburg, Cape Town, Lagos, Cairo, Algiers, Tripoli, Casablanca, Dar Es Salaam, Pretoria, Tunis, and Alexandria to mention a few.

One of the most densely populated places on earth concerning urban areas, is southern England.
