  3. That is very difficult to tell. I might say it is Cuba, but ONLY because of the US embargo.

    It is VERY difficult to compare, because in a socialist society, there would be some attempt to protect the lowest possible living standard with some semblance of basic social amenities. Such protections may not exist AT ALL in Dominican Republic. In Cuba, protections may exist but may be ineffective.

    Cuba is also a MUCH larger country, and it it more difficult to determine the size of their economy and assess income earned ac cross ALL socioeconomic brackets that would have to be factored in (from poor to middle income to filthy rich).

    Basically one can only really guess. The only thing i am sure of is that if the embargo is lifted, Cuba probably will lift itself out of that category very fast.

    ...but they are both still considered in the top 10 richest countries in the Caribbean...the DR ranking 6th and Cuba ranking 9th.

    But I do have to agree with stingjam because even though Cuba is a socialist country, they are still taken care of in many ways that many other Caribbean countries aren't. Cubans are highly educated, talented and hard-working people. Education is there for everyone no matter what one's status is. And there are many kinds of healthcare for Cubans that the other countries do not provide. Many will say that Cuba has bad healthcare and the standards are not high. Yet in other Caribbean countries, the same can be said...and yet the DR is considered to have more freedom and there is poverty all around.

    I guess it's all in your perception of things as to what you will consider to be poverty.
