The power levels of cordless phones is limited by regulations.  No phones exceed the regulation limits, which are deemed to be safe (not proven otherwise).  And, generally much lower levels than cell phones.

"Average" power levels are deemed to be 10 mW, with very short-term peaks of 250 mW.
