the palestinian authority, the vatican, and the smom (order of malta, an order of knights that have their headquarters in rome-not in malta) have an observer status (just as switzerland until it became a member a few years ago).

taiwan used to be a member and it represented the whole of china some years after world war 2, but then the peoples republic of china took its place.
