The Cuban Swim team - because all of their athletes that can swim are already in Miami.

The Mexican High Jumping team - because all of those athletes are already in San Diego.

i don't know. there's about 61 countries with medals thus far, of 205 countries competing, so it would lie between 144 countries that are actually in the olympics, and the countries with absolutely no chance of winning a medal are those countries that didnt make it into the olympics

about 50% of the countries in the olympics have never ever won a medal.  so your chances are not good.
