You might mention Mexico since corn originated there. Recently small corn farmers in Mexcio have lost out to corm imported from the US.

Corn / Maize is the most cultivated grain in the world. The United States produces almost half of the world's harvest; other top producing countries are as widespread as Argentina, China, Brazil, France, Indonesia, and South Africa. Over the past several years world supply has been unable to meet demand.  This has been compounded by the ever increasing alternative uses for corn in the alternative fuel sector.

Several countries—including Brazil, Ukraine, Romania, and South Africa—have had significant corn exports when crops were large or international prices attractive. As countries like Hungary enter the European Union, their corn shipments that previously went to the rest of the world have been diverted to the EU.

While most countries produce some corn, most don't grow enough to meet their needs and have to rely on imports.

Most countries can and do, especially now with the push for ethanol, a technology coming into it's own now even though the technology has been with us for a very very long time. Below is a great link for specifics. All one needs is soil that doesn't even need to be all that good in the light of cheap fertilizer, and sufficient water if rains can not be counted on. As a bit of trivia, the last I heard, the world record for production by acre (taken by mathematical extrapolation of a small area as a representation) was by a young student in Georgia, USA and was done hydroponically. That may have been a past record though, as I heard this some time back in agricultural courses I took.
