  2. It is not a very clear question. Almost every non-developed country in the world is hoping that the revenue from tourism will help it develop.

      There are very few exceptions. North Korea is not interested in tourism. Saudi Arabia is not interested in non-muslim tourists. Bhutan is hoping to severely restrict tourists to small number of very wealthy tourists so that tourism doesn't change their culture.

      Probably the country that is most dependent on tourism is Bahamas. Because it is so close to Florida and the people speak English, the country entertains about 1.5 million people per year (about five times the population of the country). Tourism revenue has brought the country to the highest GDP per capita of the Carribean island nations.
