The sea emits the most greenhouse gasses by far, the it would be north america or europe from decaying leaf matter, than on a much smaller scale I think China tops the list for man made co2 production.

depends on a couple of things

If you mean which country is producing the most at the moment then the answer is (B) but only slightly ahead of (D), but who is buying the biggest percentage of the products they are producing and as a large number of companies from (D) are moving offshore to manufacture in (B) it is not that clear cut.

and as co2 can survive in the atmosphere for a 100 years A & B were simple agricultural economies for most of that time and C & D have a 150 year head start.

antarcticice has the best answer; AGW and the climate is a hugely complex issue and cannot be reduced to simple multiple choice...

Assuming you are talking about human emissions (thus disturbing the equilibrium involving the oceans and decaying plant matter of the past millenia) then technically, yes, China, surpassed the US in the past 12 months. India is a long way behind.

However, if the question is which nation's global emissions driven by domestic consumption, then the US is back on top by a long shot - this is the keeping-ones-hands-clean scenario: "I didn't kill him, your honour!" (I just paid the other guy to do it!).

Shutting down dirty industries in ones own country, for example, but still buying the products of those industries from overseas does technically reduce carbon emissions but morally? I don't think so!

Currently China emits the most greenhouse gas. They exceeded the US emissions just last year as a previous responder mentioned.

The oceans alone emit 90 GIGA-tons of carbon.

Rotting vegetation and other 'respiration' emits another 60 GIGA-tons.

a+b+c+d are utterly trivial in comparison to the oceans and the green stuff in the world.
