Which country do i get my visa from?

me and my fiance are taking a cruise in Europe in a couple of month. we take off from italy and go to france, spain, portugal, monaco and end in london. I know we should get a schengen visa but from which embassy do we get it? we were told that we should get it from the country we will be spending most time in. France and monaco both require the same visa so do we get it from france?

France yes, because you can only enter Monaco from France and Monaco has fewer embassies and consulates than France.
