I would say the USA. There are many examples here of people who were born into poverty who eventually worked their way into a life of finanacial success.

The United States gives the best opportunity to work your way out of poverty to become wealthy.  Eight out of ten Americans believe that if you start poor, with hard work, you can make tons of money.

You might not believe it, but statistically it is in scandivanian countries. More people change economic status in some of these countries than most others, but you have to keep in mind why.

Countries like developing nations and highly capitalist nations have large disparities between "rich" and "poor" (usually measured as the top and bottom quintiles). But many scandinavian nations have pretty low disparities, making the chances greater of going from the bottom quintile to the top. And they have free education, so the poor and the rich have access to the education system and all.
