Which country has won the least amount of olympic medals?

Just wondering. My dad said it was the Philippines since we don't have enough money to pay for athletes and stuff. :[

Edit:  Samoa, for example, did not earn a medal at the Beijing Games.

well 90% of the countries that partcipated have nothing. 0 medals.

for example, India the second most populated country in the world only has 1 bronze medal. How sad is that. Very sad to be in a poor country such as India.

although I don't think they won any this year their all time record combine of all the olympics that they have participated in is 9. There are many countries that have only 1 or 0 so they are by no way the country with the least medals.
