I know UK is most likely to have a terrorist attack, so tell me this, Which country in the EU is least likely to have a terrorist attack?

I would say Luxembourg, maybe. Or one of the newer eastern European members unless there's local unrest.

Sweden or Finland, primarily these two nations have made a point of staying out of most international situations which might cause them to become targets.

Taking into consideration these 5 criterias in assessing whether or not an EU country is a likely target for attack would be: motivation of terrorists, the presence of terror groups, the scale and frequency of past attacks, efficacy of the groups in carrying out attacks and how many attacks were thwarted by the country. Based on this, several countries can be candidates for being least likely to be attacked and these are Austria,Estonia, Latvia & Malta.

But these are variable as the terrorist mindset changes with frequency in relation to world events. Take for instance the case of Hezbollah and its attempts to revive its aggressive operations in southern Lebanon as Belgium, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Luxemburg, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, and Sweden have contributed troops to the UNIFIL peacekeeping force. Troops.  EU member states may then find themselves in Hezbollah's crosshairs financed by Hezbollah supporters in their home countries.

Not Ireland that for sure it a neutral country and a member of the EU. Countries that have a large population of Muslims living there would be at risk. Mostly the UK, Netherlands and France.
