The European Union clearly talks the best game.  And some of its' members are doing really good stuff.  Germany has a large program subsidizing alternative energy sources, which has led to a huge increase in wind power generators, large and small.  Denmark does the best engineering of those generators in the world.  Much more here:

New Zealand has been kicking *** and taking names for years when it comes to clean energy and environmental sustainablity.

Brazil which is getting most of the fuel from ethanol production thru sugar cane.   On the other hand Iceland uses most of its energy from Geo-Thermal.   Maybe think of the country doing the least damage maybe doing the most for Co2 emissions.
