Which country is the best for my studies?

Hi I am Lebanese and I want to continue my university studies in nuclear chemistry. I don't mind traveling for another country: in your opinion which country is the best?

some people says it may be Germany (I can't speak German!)

I think that MIT in the USA is a good university and maybe L'Ecole Polytechnique - France?

what do you think? can you give me the name of the university also please?

Do you have anything against staying in your own country and working there after graduation? When the best and brightest leave, their country suffers for it.
