Mexico can be very bad.  Italy (big city areas).

Never noticed the African countries as a problem, but then the ones I've been to are very poor and there's not much to buy so you don't really get ripped off.

of course china, is normal for foreigners to be cheated in china. They can even tell you that foreigners got a special price cos they have a lot of money. lao wai!
