Brazil- Export an average of 900 players a year from their homeland to foreign leagues.

Argentina- Export an average of 850 players a year.

Its a very small gap and both of them have enough quality players to have 3 National Teams and still be top contenders for whatever tournament they participate in. Its clearly a tie, the tie breaker is up to who ever you prefer.
