Brazil.  Brazil is working on removing it's self from the global oil market, to be independiant from oil all together is a goal they are striving to achive. Currently all gasoline sold in Brazil must have a minimum of 26% alcohol blend, but those with FLEX-FUEL vehicals can opt for E100(100% Ethanol) and is selling for 1/2 the cost of blended fuel.
