Both have there on use.

eMail is used more number of times, for communication, in a day. Where as fax is also used, for similar use, where ever hard copy is required.

Scanned document can also be eMailed and print out of same is, as good as faxed document. Thus, eMail can be substitute fax. Where as, fax can not substitute eMail.
