Which effect is this in Photoshop?

I have CS2, and was wondering how I can achieve it ...

I have to wonder why you don't simply ask your friend "How the heck do you do that? I think it is so cool, and I have a picture it would be perfect for." People actually like to help and to show what they know. They also like getting compliments on the things they do. You'll ask us, why won't you ask her?

If you just can't ask her, for whatever reason, why don't you just go into Photoshop and start playing with filters? You'll probably find what you're looking for eventually and you might even discover things that you like as well or better along the way. If you're going to have Photoshop, use it. I know supposed "trained professionals" who are scared of their own software. It's entirely ridiculous. Live a little, have some fun with it. It won't bite.
