Which european country is cheap and good for education, working and living for south asians?

I think it would be somewhere in Eastern Europe? by good I mean good people who do not hurt foreigners or immigrants in anyway, post-graduate acceptable throughout europe, the new citizenship should be acceptable throughout europe

I think best choice should be CZ Republic, Hungary, Ukraine or Poland.
