  1. stl_luna is correct.  The pressure gradient is caused by the difference between a high pressure area and a low pressure area. The high pressure does not vary by much, but low pressure areas can be extreme.  In the center of a hurricane, the pressure is very low which causes the wind to blow so hard.  The pressure is even lower in the middle of a tornado which is why the wind can be 200 MPH.

If the pressure gradient force between two places is steep,the wind may also become strong.Sometimes frictional forces near the ground(approximately below 2000 feet) due to tall buildings,small hills and tall trees may affect the wind speed .If the wind is blowing on a large scale(like global winds),coriolis force may deflect it and thereby affect its speed.

    Even gravity sometimes affects the speed of the wind as it pulls down cold ,dense air from above which spreads over the surface affecting the horizontal flow of wind.
