Which figure in heroscape is the tallest?

My friend at school said that there is a figure with a height of 17. I am wonder is this true and is there a taller figure?

i'm pretty sure the tallest figure is braxas from the raknar's vision expansion- the acid spitting black dragon- and that one is only 13!
