  1. I don't know for certain but I would guess the London & South Western Railway (LSWR) during the 1st World War, because they operated the lines from London (Waterloo) to Portsmouth & Southampton and these would have been much used during the war to carry munitions, etc. Also the works like Eastleigh being used to manufacture shells,etc. Hence the smoking ban which persisted after the war until the company merged into the Southern Railway in 1923.
